RFP Description

The Vendor is required to provide third party administrators to serve as for services to manage employee benefits, including section 125 and cafeteria plans, voluntary benefits, health claims, consolidated billing, online enrollment, and cobra administration.
- Agent of record for the district’s employee benefit program to include employee benefits consulting, brokerage, enrollment, and administration services.
•    Provide a year-round benefit website to handle all open enrollments, new hires, and all qualified changes that happen during the year for the employee benefits plans, including the group medical plans. 
•    The online enrollment system should include the following:
o    Upload data to payroll electronically for open enrollment and provide electronic data in the format requested for input throughout the year on all changes.
o    Electronically transfer data to vendors throughout the year for open enrollments, new hires, terminations, and qualified changes.
o    For ongoing data transfers to vendors, (after open enrollment) files need to be transmitted no less than weekly.
•    Enrollment assistance to include open enrollment and ongoing support.
•    Enrollment assistance with TRS active care health insurance program.
•    Educational enrollment materials
•    Section 125 administration to include health care reimbursement and DCAP flexible spending accounts.
•    Process and administer all medical reimbursement and dependent care spending account claims through a debit card that provides maximum claims payment efficiency for plan participants
•    Provide if desired, direct deposit claims reimbursement to participating checking accounts
•    Assist administration in determining which products are qualified under section 125
•    Conduct meetings and enrollments with all personnel on mutually agreed upon days to educate and inform participants, and answer questions on the plans, its benefits and products
•    Cobra administration for dental, vision, and flexible spending accounts.
•    Consolidated billing and reconciliation
•    Benefit consulting and brokerage services.
•    Aca reporting
•    Compliance with applicable federal, state, and local laws and regulations related to district employee benefit program.
