The Vendor is required to provide governance and grant administration services for include:
- Council administration and governance support
• Facilitate region 8 opioid abatement council meetings, including coordination with the chair and co-chair to develop agendas and meeting materials, preparation of meeting summaries, and maintenance of official records.
• Maintain, update, and recommend revisions to the region 8 opioid abatement policies and procedures to ensure ongoing compliance with the state opioids settlement guidance, and applicable county requirements.
• Provide strategic facilitation and stakeholder coordination in support of council priorities.
- Strategic planning and regional implementation support
• Assist the council in development, implementation, and amendment of required two-year regional plans.
• Facilitate stakeholder engagement, convening’s, and collaborative planning efforts as directed by the council.
• Support regional mapping and assessment of opioid-related initiatives to identify gaps, reduce duplication, and align funding strategies.
- Data, mapping, and performance infrastructure
• The consultant shall maintain, enhance, or transition the region 8 opioid abatement data hub (or successor platform) to ensure continuity of public reporting and performance tracking. If a new platform is proposed, the consultant shall ensure preservation and migration of historical data currently maintained by the council.
• Develop and maintain data tracking tools to monitor opioid trends, track funded initiatives, alignment between funded activities and outcome indicators, and measure progress toward council goals.
• Provide technical assistance and data interpretation support to council members, award recipients, and county staff to inform funding decisions and performance monitoring.
• Map and assess existing efforts and initiatives to support strategic resource alignment.
- Sub recipient grant compliance
• Maintain and update application materials, scoring matrices, reporting templates, and related grant documentation.
• Facilitate application review processes, including compilation of scores and support to evaluation committees.
• Provide technical assistance to applicants.
• Issue award notifications in coordination with county.
• Monitor sub recipient compliance with programmatic and financial reporting requirements.
• Coordinate and prepare amendment documentation (e.g., budget amendments, performance extensions) for council review and provide finalized materials to county for execution.
• Oversee sub recipient drawdown requests, review for compliance with award terms, and notify county when payment is ready for processing.
• The consultant shall not authorize, approve, or release funds.
• As directed by the council, conduct closeout reviews to ensure completion of deliverables and reporting requirements, conduct or coordinate site visits as determined by council policy, and document lessons learned and recommend improvements to future funding cycles.
