The Vendor is required to provide to deliver Rapid Rehousing (RRH) services that support households experiencing homelessness in securing and maintaining stable housing.
- Providers in housing navigation, landlord engagement, service coordination, and financial administration necessary to support the timely delivery of rental assistance and stabilization services.
- Provide to invest in providers and partnerships that deliver responsive and effective Rapid Rehousing services for County residents experiencing homelessness.
- Through coordinated partnerships with community providers and landlords, RRH assists households in identifying and securing housing opportunities, navigating the rental market, and addressing barriers to housing placement.
- The RRH Service Provider will oversee participant eligibility determination, intake assessment, and service planning, and ongoing case management.
- The County has allocated a total funding amount of $1,340,000 for the Rapid Rehousing Program.
- This includes up to $600,000 designated for direct client financial assistance and approximately $740,000 allocated for program operations.
- The ability to effectively administer these funds and increase direct service staffing capacity should additional funds become available during the contract term, including administrative and service staffing.
- The RRH Service Provider shall propose a staffing plan sufficient to support a minimum of 60 households annually to ensure timely program implementation and service delivery for both adult-only households and families with minor aged children.

- The Fiscal Administrator will serve as the fiscal agent for the RRH program and will be responsible for processing and issuing payments to third parties including landlords, utility providers, and other approved vendors based on requests received from the RRH Service Provider.
- The Fiscal Administrator will not provide direct client services or determine eligibility but will ensure that all financial transactions are conducted in a timely, accurate and compliant manner consistent with County fiscal requirements, program procedures, and applicable regulations.
- Services will be available to adult-only households and households with minor aged children who are experiencing literal homelessness, focusing on helping households quickly obtain and stabilize in permanent housing through targeted, time limited financial assistance and housing focused case management.
- Provider(s) will deliver customized client centered services prioritizing access to comprehensive services aimed at addressing each household's complex needs supporting financial independence and housing stability.
