The Vendor is required to provide to administer its employee flexible spending account program, including optional financial products and conducting annual nondiscrimination testing and analysis for an effective date of January 1, 2027.

- The Board employs approximately 2,200 people eligible for benefits coverage. Approximately 530 employees enroll in flexible spending accounts (FSA) and 340 enroll in health savings accounts (HSA).
- Plan Design & Coverage
• Duplicate the existing plan design
• Provide annual plan optimization review
• Provide benchmarking against similar public-sector employers
• Recommend participation growth strategies
• Provide forfeiture mitigation analysis
• Offer Healthcare FSA, Dependent Care FSA, and Limited Purpose FSA
• Offer HAS administration if requested
• Offer optional financial wellness products (e.g., Emergency Savings Accounts, Adoption Assistance).
