The Vendor is required to provide third-party administrator to facilitate lead service line (LSL) replacements through the one off replacement program.
- Establish and maintain contractor and subcontractor workforce
• Contractor shall maintain a list of qualified contractors capable of performing lead service line replacements per works requirements and with the capacity to meet this contract’s needs.
• It is works intent to increase small, local, and minority owned business usage.
• Representative attend at least 1-3 annual events to educate the contracting community about the opportunities and to sign up new vendors for subcontracting opportunities.
• Meet with works quarterly to provide contractor stats, provide recommendations for specification changes where needed, and provide input on program growth opportunities.
• Develop training program for new contractors and host training to ensure successful relationship.
• Should include how to work with the city, overview of the lead program, general expectations of the contractors, detailed requirements, and lead safety for contractors and customers and property owners.
- Contractor management and coordination
• Establish quote procedures or other methods to ensure competitive pricing.
• Method shall be detailed in respondents’ proposal.
• Provide administrative and support services necessary for the contractors to comply with requirements such as wage and inclusion reporting and insurance and surety coverage.
• Act as the primary point of contact between works and contractors to track and report on work status, schedule works inspections, and resolve disputes between customers and property owners and contractors.
• Maintain a shared schedule of replacement work accessible to works staff showing locations scheduled for replacement or restoration with the contractor name and contact information.
• Pull right-of-way permits and schedule any necessary inspections.
• Provide prompt pay to contractors upon acceptance of completed work.
• Invoice works monthly for completed work.
• Invoices should be itemized by the service line completed.
• Arrange general oversight by a works-certified person.
• Properties that are found to need interior plumbing modifications beyond the existing meter setting shall obtain a plumbing permit and a field inspection approval by a building department representative.
