The Vendor is required to provide third-party collection agency under the agreement with the agencies.
- Account eligibility
• Toll violations aged one (1) to four (4) years for state accounts and 100 days to four (4) years for out of state accounts.
• Unpaid tolls, penalties, and administrative fees.
• Out-of-state violations, subject to legislative authority and legal approval.
• Other receivable categories approved by agency in writing during the contract term.
• Violations for vehicles registered to states outside of state
• Possible future option negative balance Fastrak® accounts aged one (1) to four (4) years.
- Account placement methodology
• Accounts may be placed with the contractor in batches or on a recurring basis, as determined by agency.
• Placement files shall include account-level data sufficient for lawful and effective collection activity.
- Initial account setup
• Acknowledge receipt of files and report any discrepancies.
• Load accounts into its collection system.
• Validate data completeness and integrity.
• Establish internal tracking and audit controls.
- Customer outreach and communication
• Written correspondence.
• Telephone contact.
- Validation of debt
• Collection firm name, contact information, and hours of operation;
• Amount of debt owed, notice of department registration hold and civil judgement status;
• Name of the creditor (TCA);
• Instructions for paying the debt;
• Instructions for disputing the debt.
- Payment processing
• Accept customer payments in the form of checks, third-party bill payors, debit cards, and credit cards, through secure and compliant systems.
• While cash is not an advertised method of payment, the contractor shall develop procedures to accept and account for cash payments received, for example, cash mailed to the contractor.
• Process payments daily and accurately.
• Remit collected funds to agency preferred system account with funds deposited on monthly basis.
• Maintain detailed transaction records for reconciliation and audit purposes.
- Payment plans
• Payment plans must comply with agency business rules.
• Minimum down payments for any payment plan shall include at least the toll amount, unless otherwise approved.
• Defaulted payment plans (e.g., delinquent for three (3) months) may result in reversal of mitigation and reinstatement of balances.
