The Vendor is required to provide COBRA and CAL-COBRA administration for eligible employees and qualified beneficiaries.
- Responsible for the full administration of continuation coverage, including required notifications, eligibility and qualifying event administration, enrollment processing, premium billing and collection, trust account management, coordination with benefit carriers, regulatory compliance, and participant support.
- To meet these expectations, the contractor will handle the full range of continuation coverage responsibilities, including:
• Developing and maintaining all administrative procedures
• Issuing required notices (including election notices and other mandated communications)
• Processing participant elections and enrollments
• Managing premium billing, collecting payments, and completing monthly reconciliation
• Managing the benefit trust account
• Coordinating with medical, dental, vision, and other benefit carriers
• Administering qualifying events, disability extensions, second qualifying events, and other COBRA provisions
• Supporting open enrollment processes
• Processing coverage changes and terminations
• Maintaining records that demonstrate compliance with COBRA, CAL-COBRA, HIPAA, and all other applicable laws and regulations.
