RFP Description

The Vendor is required to provide consultant to develop a comprehensive transportation master plan (TMP) that integrates existing modal plans and establishes a performance-based, equity-centered framework for transportation planning and capital investment.
- The TMP will guide future infrastructure decisions and policy development across all transportation modes, with a strong emphasis on Vision Zero, equity, accessibility, and safety.
- The Transportation Master Plan should include the following:
•    The plan will consolidate plans for all modes into a single master plan.
•    The plan will include design standards, performance standards, and metrics for each mode.
•    The plan will include guidance on capital improvement planning and aligning and leveraging a variety of funding sources.
•    The plan will include service improvement recommendations with phasing, general costs, funding sources, and responsible entities and partners.
•    The plan will identify system gaps and recommendations for phased improvements.
- The Consultant will analyze demographic, socioeconomic, and travel behavior data and conduct an equity analysis that includes the methodology used to measure and track disparities as well as the identification of underserved and vulnerable populations.
- The Consultant will lead a robust, culturally competent, citywide engagement process, blending in-person and digital tools to reach diverse voices. 
- The Consultant will conduct public workshops, pop-up events, and online surveys and facilitate focus groups with underserved communities. 
- To support ongoing transparency and participation, the consultant will launch a project website to share updates and collect input throughout the process. 
- The Consultant will also engage City Council, relevant City departments, and facilitate the establishment of a steering committee.
- The Consultant will model future transportation scenarios based on growth, equity, and climate goals and evaluate multimodal strategies for different city contexts.
