The Vendor is required to provide transportation services should include a fixed route to and from the student’s home and specialized education facility.
- General requirement:
• The approximate times will be 8:00 am and 3:00 pm, Monday through Friday.
• The basic service policy is curb to curb.
• This type of service requires the rider to be at the curb in front of their home address within five (5) minutes of the designated pick-up time.
• The driver should wait no more than ten (10) minutes at the student’s home for morning pick up.
- Performance standards
• The maximum amount of travel time for each passenger is 60 minutes per one-way trip.
• Any variation from this standard, except in emergencies, must be approved by the special services department.
• All passengers should be properly secured according to the current code of federal regulations and passenger safety standards.
• Professionalism and courtesy of the vendor’s drivers, along with adequate level of comfort and safety of the vehicles used, will be continuously monitored with our end users to ensure standards are maintained.
- Drivers
• The vendor should recruit, hire, train and supervise the drivers who are to provide this service.
• The drivers will not be employees of the district.
• Drivers engaged for this service will be required to possess a valid driver’s license applicable to the type of vehicle driven.
• The vendor should continuously maintain a file, for each driver, a copy of their driver’s license, criminal background check, medical clearance, and drug and alcohol testing.
• Such documents must be available for district and state audit(s) at any time during the term of the contract and for six (6) years after termination and expiration of the contract.
• The vendor will be responsible for monitoring drivers’ license, department of motor vehicle reports, permits and background checks to ensure compliance with all federal, state and local requirements.
• Provide training for each driver.
• Minimum training must include defensive driving techniques, first aid including current standards of cardiopulmonary resuscitation (CPR), proper use of restraint systems and securing devices, emergency procedures during the transport of passengers and diversity and sensitivity training for working with disabled passengers.
• Notify the special services department immediately if there is a notice of violation of any law, regulation, permit, or license which relates to the contract.
- Vehicles
• Access to a sufficient number, capacity and type of vehicles (cars, vans, minibus, etc.), to ensure meeting the district’s requirements each day.
• Replacement vehicles must be provided within a reasonable period of time of the scheduled pick-up or drop-off time.
• Vehicle seats shall comfortably accommodate passengers and seatbelts regulations shall be in effect.
• Every vehicle must have an operating heating and air conditioning system.
• Every driver and vehicle must have an operating two-way radio or cellular phone for providing two-way communication with the base dispatch center.
• Vehicles should be maintained in good working order through a program of prompt repair and routine maintenance and keep the vehicles clean through a continuous cleaning program.
• Responsible for all transportation vehicles, equipment, labor and safety devices within the vehicle.
