The Vendor is required to provide for the inmate telecommunication services, which includes detainee telephones.
- The system must provide telecommunication services to approximately forty-one (41) locations within the jail. (Telephone lines or Voice over Internet Protocol (VOIP.)
- System that continually monitors the system and phones for errors or problems.
- System must have the ability to block an unlimited amount of telephone numbers.
- System must have positive voice acceptance (allows the call to be accepted or denied by dial tone).
- System must have the ability for PIN to be used.
- System must have bilingual capabilities – English/Spanish.
- System must prevent three-way phone calls and have an alarm system and notification of an attempt to call a pre-programmed number, which is blocked.
- System must allow generation of reports by area code, frequently called number, date, length, PIN number, and location, etc.
- System must allow generation of reports to provide financial information to include: purchase and use for each detainee, as well as cumulative information by specified timeframes.
- System must include hardware, software, and features for listening, monitoring, recording, and exporting of all phone calls and related data.
