The Vendor is required to provide comprehensive inmate telephone and commissary services for the location.
- Collect Calling:
• Enable inmates to place collect calls to approved telephone numbers
• Automated acceptance prompts for call recipients
• Clear disclosure of charges before call connection
- Prepaid Calling (Friends & Family Account):
• Family/friends establish prepaid accounts linked to specific phone numbers
• Account holders' control which inmates can call their number
• Online account management portal
• Multiple payment options (credit/debit card, money order, cash at kiosks)
• Transaction history and receipts
- PIN Debit (Inmate Account):
• Inmate's purchase calling time through commissary
- Direct Bill Accounts (Optional):
• Monthly billing for attorneys, bail bondsmen, and frequent users
- Tablet-Based Calling (If Applicable):
• If proposing tablet integration, tablets shall include phone calling capability
• Same features and rate structure as wall phones
- Telephone System Infrastructure:
• All necessary servers, switches, routers, and network equipment
• Redundant systems to ensure 99.5% uptime minimum
• Cloud-based or on-premises (specify and justify)
• Secure data center with disaster recovery capabilities
• Regular software updates and security patches

1. Call Management:
• Limit call duration to 15 Minutes
• One-minute warning before automatic disconnection
• Unlimited number of calls per inmate per day (subject to operational needs)
• Queue management system for phones in use
2. Approved Call Lists:
• Inmates maintain personal approved calling lists
• County staff can add/remove numbers
• Maximum 10 numbers per inmate
• Verification process for new numbers
3. Call Restrictions and Security:
• Three-way call detection and automatic termination Call forwarding detection and blocking
• Conference call detection and blocking
• Toll-free number blocking (except approved attorney/bail numbers) International call blocking (unless specifically approved)
• Blocked number list maintained by County
