[A] Scope of Service:
The vendor is required to provide that roadway safety action plan, ADA transition plan, and road safety studies landscape of high-rise buildings, industrial complexes, and transportation hubs, maintains a small-town charm that is evident in its downtown, its neighborhoods, and its commercial areas.
-Project management and grant administration
•The consultant shall provide ongoing project management throughout the project duration. this includes the following:
Develop a project work plan
Conduct a project kickoff meeting for the roadway safety action plan
Conduct a phase ii kickoff meeting for the ADA transition plan and corridor safety audit
Conduct regular project coordination calls (assumed biweekly)
Prepare a monthly progress report to accompany monthly invoicing
Conduct final reporting

-The goal setting task is intended to engage with town leadership and establish a baseline understanding for the project purpose.
-Activities in this task include:
•Review town studies and planning activities related to roadway safety including:
Town streetscape manual
2019 bicycle network master plan
2019 pedestrian plan
2024-2029 strategic plan
2030 comprehensive plan
•Interface with the town’s transportation engineering improvement committee as the responsible body for action plan oversight
•Work with staff to foster town council support and resolution for the purpose of eliminating fatalities and significantly reducing serious injuries on the town’s roadways
•Develop overarching quantitative goals for the safety action plan with public input and town council approval
-Safety analysis
•Conduct updated town-wide crash analysis with most recently available crash data, considering factors such as type, severity, or mode
•Assess a period of at least five years to identify historical crash trends
•Prepare separate focus on fatal and serious injury crashes
•Prepare separate focus on pedestrian, bicycle, and other vulnerable road user factors
•Proactively identify locations of risk based on site factors
•Develop a high injury network
•Identify both systemic and specific safety needs for the town’s transportation network
-Contract Period/Term: 5 years
