A government agency in Colorado issued “Distribution System Condition Assessment Services” (RFP). Solicitation UNC-0123 closed on July 16, 2025. Eligibility: Only for USA Organization.
The vendor is required to provide consulting services to perform a comprehensive condition assessment of its water distribution system and to develop a capital improvement plan (CIP) based on system condition, risk, capacity, and infrastructure needs.
- Distribution system condition assessment will serve as a foundational planning document to:
• Identify and prioritize capital improvement needs.
• Reduce infrastructure risk.
• Control long-term operations and maintenance (O&M) costs.
• Address deferred maintenance through data-driven strategies. - The primary goal is to create a prioritized, data-driven plan for future investments in the water system.
1. Asset inventory and data review
• Review existing data sources including GIS layers, as-built drawings, historical inspection records, and maintenance logs.
• Conduct meetings with district staff to understand system operations, historical issues, and data availability.
• Identify gaps or inconsistencies in the current asset data.
• Develop an initial asset condition index for all identifiable system components based on available data.
2. Field assessment and condition evaluation
• Develop a prioritized inspection plan informed by the preliminary asset condition index, risk factors, and industry best practices.
• Identify critical assets where field inspections are needed to validate assumptions, close data gaps, or address known issues.
• Conduct field assessments of selected high-priority assets (e.g., transmission mains, pressure reducing valves, isolation valves), using appropriate inspection methods.
• Encourage the use of innovative technologies (e.g., acoustic leak detection, inline inspection tools, remote sensing, or non-invasive condition assessment methods) where applicable to maximize efficiency and data quality.
• Evaluate and update the asset condition index based on the field inspection findings and observed conditions.
3. System analysis and capital planning
• Comprehensive asset evaluation
o Compile a complete GIS-based asset inventory that includes key attributes such as installation year, material, estimated useful life, condition rating, risk score, and current replacement value.
o Analyze critical system components, including pressure reducing valves (PRVS), transmission mains, and distribution pipelines, to identify vulnerabilities and long-term investment needs.
• Risk-based prioritization model
o Develop a risk-based replacement model that supports prioritization of water pipeline rehabilitation and replacement projects. at a minimum, the model must:
▪ Be delivered in microsoft excel format.
▪ Incorporate industry-standard risk variables, including:
a. Probability of failure (POF)
b. Consequence of failure (COF)
c. Estimated replacement cost
d. Overall risk score or ranking
▪ Allow for user-friendly data entry, risk factor adjustments, and filtering by asset type, location, or risk level.
▪ Be structured to support periodic updates and report generation by district staff.
o Consultants may optionally propose value-added software solutions to supplement the excel-based model.
o If proposing a third-party software tool, include a separate line-item proposal detailing:
▪ Software name, functionality, and integration capabilities with existing platforms
▪ Implementation timeline, support/training provisions, and user licensing structure.
▪ First-year implementation costs and any recurring subscription or maintenance fees.
• Capital improvement planning (CIP)
o Identify and prioritize water system rehabilitation and replacement projects.
o Provide a staged development plan for:
▪ Near-term improvements (2026–2036)
▪ Long-term planning (2036–2066)
o Include an opinion of probable cost for each recommended project.
o Align water system improvements with the district’s street maintenance and paving schedules, avoiding pavement cuts in recently overlaid streets.
