The vendor is required to provide services in accordance with the highest legal, ethical, and professional standards and effectively facilitate fund disbursement at the direction of the county.
1. Mapping, development, and data
• Develop and coordinate the maintenance of data infrastructure to monitor opioid trends, track the progress of funded initiatives, and support decision-making.
• Map and assess existing efforts and funding, and help align resources for more significant impact.
• Support the alignment of public and private dollars to advance shared goals.
• Develop and coordinate the maintenance of a regional opioid abatement council (ROAC) governance structure and a process to assess eligible recipients.
2. Program and ROAC facilitation
• Provide project management and operational support while remaining neutral (i.e., not a direct service provider).
• Coordinate and facilitate region 8 ROAC meetings and related processes, such as agreement amendments.
• Coordinate meetings with the state attorney general’s office regarding the use and disbursement of funds as needed.
• Engage and lead community engagement, stakeholder convenings, and strategic facilitation.
• Provide technical support and coaching to help partners use data to inform decisions.
3. Reporting
• Create and coordinate the maintenance of program activity reporting and performance tracking aligned with attorney general MOU required guidelines.
• Collect, analyze, and share performance and outcome data (KPIs) in accordance with attorney general and county requirements.
• Coordinate and participate in board study sessions to present ROAC recommendations for funding disbursement and get board approval.
• Provide updates and reports to the board, county manager, and make data publicly available.
4. Award management
• Work with county government to ensure compliance with state, attorney general memorandum of understanding (MOU) guidelines, ROAC requirements and parameters, and county requirements.
• Establish and coordinate the maintenance of processes to determine eligible parties or organizations to receive funds.
• Work with county to create a funding application, scoring, and reporting forms using county's grant management systems.
• Issue award notifications and support a grant management system in coordination with county.
• Oversee and track programmatic reporting compliance for all subrecipients.

5. Full-service provider services
• Establish and maintain systems to solicit, score, and collect financial and programmatic reports using county's grant management systems.
• Coordinate and establish contracting processes for the disbursement of funds in partnership with county staff.
• Keep proper accounting pursuant to best practices.
• Part of the role will be recommending an appropriate accounting process for the regional governance group and helping oversee the accounting system.
• Ensure fiscal compliance with state, attorney general MOU guidelines, and county requirements.
• Review and ensure recipient expenditures are in accordance with county’s best practices, policies and procedures, and program goals.
• Oversee recipient drawdown requests and coordinate payments with county.
