The vendor is required to provide for a managed service provider or providers that deliver high-quality, straightforward, and effective service to support our current workday implementation, including the current configuration, developments (interfaces and reports), security, and any corrections, improvements, or enhancements that surface during the agreement's term.
- Provide affordable homeownership and rental apartment options for older adults, low- and moderate-income families, and people with special housing needs.
- Through its carefully managed mortgage programs and investments in multifamily housing developments, as well as funding provided for community development projects, agency also promotes economic development across the state.
- The managed service provider must provide support in the following areas:
1. Workday functional support-HR
2. Workday functional support-finance
3. Technical support (integrations, EIBS)
4. Reporting and analytics (to include prism)
5. Enhancement/optimization projects
6. User training and knowledge transfer
7. Account management and governance/change control
8. Workday release management
9. Data conversion/migration (if needed for an enhancement project)
10. Testing and quality assurance assistance

- Provide comprehensive assistance in system optimization, troubleshooting, reporting, and strategic enhancements for the above-listed modules.
- Key support areas include:
1. Business process optimization & strategic guidance
• Assist functional owners in understanding how different business processes interact within workday.
• Identify opportunities for improvement in existing workday configurations.
• align accounting, finance, procurement, and HR policies with workday processes for efficiency and compliance.
• Provide strategic guidance to ensure workday is leveraged effectively for long-term business needs.
• Optimize approval flows, notifications, and task automation to improve workflows.
2. Workday documentation & knowledge management
• Provide high-level documentation, such as flow charts, detailing business process (BP) flows, including initiation steps, completion steps, and associated roles, to ensure clarity and streamlined operations.
• Develop and maintain documentation for workday support staff to assist with troubleshooting and issue resolution.
• Provide detailed resolution documentation for issues, creating a knowledge base for future reference.
• Document the cause of issues and their resolution to enhance knowledge transfer.
3. System enhancements, configuration, & testing
• Provide guidance on system enhancements and advise on new features relevant to the agency.
• Configure, test, and troubleshoot workday business processes to ensure smooth operations.
• Analyze workday’s biannual releases to determine their impact on the agency.
• Assist with regression testing for new workday releases and system updates.
• Implement and manage configuration changes as business needs evolve.
4. Data & integration management
• Assist with developing and troubleshooting EIB (enterprise interface builder) loads for bulk updates.
• Assist specifically with the security of EIBS.
• Support accounting and finance, procurement, payroll operations, validations, reports, and interfaces.
• Assist in defining specifications for new development in the accounting and finance, procurement, and HCM functional areas.
• Support tenant management and coordinate testing efforts.
5. Reporting & analytics
• Develop and maintain workday report dashboards for key stakeholders.
• Provide insights into accounting and finance, procurement, and HR performance metrics (e.g., recurring reports, performance tracking).
• Ensure stakeholders have access to actionable data and analytics for decision-making.
6. Workday user support & issue resolution
• Troubleshoot navigation, user access, and process errors.
• Provide ongoing guidance and best practices for workday users.
• Support the accounting and finance, procurement, and HCM teams with validations, reports, and integrations.
• Assist with functional and technical issue resolution.
