Online Business Marketplace for Goods and Services

The vendor is required to provide for supply of online business marketplace for goods and services and to fulfill obligations as suppliers to agency members as further specified herein.
• Obtain the highest quality goods and or services from a safe, efficient and reliable supplier; at the best overall value
• Provide customers accesses to a suite of goods and services
• Provide customers professional and timely customer service and account management
- Supplier must be:
• In control of the marketplace terms and conditions whereby an authorized reseller is added to its marketplace
• Able to approve or reject any authorized reseller
• Able to block sales from authorized resellers or block certain categories of products
• Able to see all products offered by any authorized reseller on the marketplace (that is, no secret or hidden products for sale and hidden from the awarded vendor)
• Allow for a specific product-to-product price comparison to determine the low bidder
• Able to sanction, or act against an authorized reseller by:
o Cancelling its business relationship
o Blocking the authorized reseller’s access to the marketplace
o Blocking certain categories of products offered by the authorized reseller
o Able to bring legal action or arbitration against the authorized reseller
o Force an authorized reseller to modify its product descriptions, specifications, notices, or warnings
- Providers should offer an established, out-of-the-box business-to-consumer e-commerce marketplace platform that fits the following requirements:
• Is designed as a b2c (business to consumer) platform to connect one or more sellers to multiple buyers 
• An established and demonstrated methodology for showing prices are generally below retail prices 
• Offers the ability to make payments through the platform or to a centralized accounts receivable function via credit card functionality 
• Offers an online catalog, featuring a wide variety of products in multiple commodity groups with the awarded categories 
• A focus on quick delivery with the majority of products available to be delivered to users within 5 days 
• A central point of contact for customer service, delivery, or account issues,
- Preferences for platforms include:
• Out-of-the-box analytics/reporting dashboard and capabilities that are part of the platform, with
• Standard reporting
• Access to online order history
• Customizable workflow and governance capabilities in the platform to allow:
o All administrators to restrict product or commodities depending on organizational internal policies and procedures.
o Full revision history of changes made and who made the workflow
o Other capabilities:
o Secure login, mobile-enabled sit, freight selection, online sample request form
o Product images (high resolution) associated with each item
- Office-based accessories, décor, products, and related supplies
• The complete portfolio of products that could be utilized in an office-like setting and used on a semiregular basis which may include but is not limited to: binders, folders, filing materials, storage, calendars, paper (copy, printer, photo and presentation), notebooks, labels, post it notes, shipping materials, envelopes, staplers, staples, paper punches, paper clips, scissors, rubber bands, cash register and thermal rolls, ink, toner cartridges, pens, pencils, markers, framing, tabletop or floor lamps, mirrors, general signage, wall décor, display cases, area rugs, mats, and other related products and supplies.
