• Strategic alignment: how well the program aligns with the institution's mission, vision, and strategic plan.
• Demand: external (market) and internal (student) demand for the program.
• Quality: program inputs, processes, outcomes, and student learning achievements.
• Productivity: size, scope, and efficiency of the program in terms of enrollments, degrees awarded, etc.
• Resources: revenue generated and costs associated with the program.
• Impact and essentiality: importance of the program to the institution and its stakeholder’s potential for growth, collaboration, and innovation within the program.
• Opportunity analysis: potential for growth, collaboration, and innovation within the program.
