The vendor is required to provide economic development advisory support staff to support the county’s strategic objectives related to business attraction, retention, expansion, workforce development, and community growth.
1. Strategic guidance
• Advise leadership on policy development, market trends, and investment opportunities.
• Provide scenario planning, fiscal impact analysis, and incentive strategy recommendations.
• Support alignment of economic development initiatives with countywide strategic goals.
2. Executive mentorship
• Leadership coaching – provide one-on-one and small group coaching to enhance leadership skills, strategic thinking, and decision-making.
• Negotiation and partnership development – mentor leaders in negotiation techniques, consensus-building, and partnership strategies.
• Stakeholder engagement – guide executives in maintaining strong relationships with key stakeholders.
• Professional development planning – assist leadership in creating individual development plans.
• Succession planning and talent development – support strategies to prepare future leadership.
• Governance and policy support – provide mentorship on governance practices, transparency, and policy alignment.
• Knowledge transfer – facilitate structured knowledge-sharing sessions to build long-term internal capacity.
• Executive advisory sessions – conduct regular advisory briefings on trends, challenges, and opportunities.
3. Functional support
• Process improvement and workflow support – streamline internal workflows to improve efficiency and accountability.
• Interdepartmental coordination – facilitate coordination among county departments.
• Collaboration and alignment – ensure consistent communication and alignment of priorities.
• Project tracking and monitoring – develop systems to track projects, incentives, and grants.
• Resource management – support budget preparation and effective resource allocation.
• Compliance and documentation – maintain records in accordance with county procedures.
• Internal communication tools – design dashboards, trackers, and templates.
• problem-solving and issue resolution – identify challenges and recommend solutions.
4. Business retention, expansion, and attraction (BREA)
• Conduct outreach to existing businesses, support recruitment of targeted industries, and maintain a database of business contacts.
5. Workforce and community development
• Partner with workforce boards, support small business and entrepreneurship initiatives, and assist with community forums and outreach.
6. Project and grant support
• Develop grant applications and incentive packages, track compliance, and assist with redevelopment or infrastructure projects.
