The vendor is required to provide economic development strategy to advise future economic growth, priorities, and investment in county.
- The five-year economic development strategy must:
• Look at all aspects of economic development in the county.
• Major contributors to the economic health of county are agriculture, associated agricultural businesses, tourism, retail, and manufacturing.
• All must be assessed to develop a comprehensive economic development strategy.
• Use a process that draws on both quantitative and qualitative data to inform strategies.
• Use a process that prioritizes broad and inclusive stakeholder outreach including multiple public meetings.
• Use a process that engages county departments and local organizations or programs that contribute to county’s economic well-being.
• Set a vision and mission for economic development in county that can be communicated to a variety of audiences.
• Identify the barriers to economic development in the county, offer solutions, and estimate costs to eliminate or mitigate the barriers.
• Identify areas of growth opportunities related to infrastructure needs and strategies to expand “shovel-ready” site inventory.
• Identify what improvements need to be made and in what areas of the county to maximize economic development. include estimated costs.
• Include the county’s railroad network and infrastructure as well as the role and potential of the finger lakes regional airport in city falls.
• Review and understand the local workforce development assets and programs and recommend an organizational framework for workforce development in county.
• Address both the economic development challenges and opportunities of the city meadows landfill
• Include an implementation plan that aligns, organizes, prioritizes, and sequences economic development efforts in a series of short-term and medium-term strategies.
• Estimated costs for program implementation and tracking should be included.
• Longer-term strategies beyond the five-year implementation period should be included for future consideration or opportunity.
• Identify what strategies are to be implemented by county staff, county staff and departments, the county chamber of commerce, other departments, or external partners.
• Define key performance indicators (KPI’s) for the plan’s implementation.

3. Economic development strategy analysis
• Develop a customized suite of potential strategies (short, mid, and long-term) for county that address all sectors involved with economic development.
• Evaluate outcomes and risks associated with each strategy.
• Estimate magnitudes of cost to implement and manage each strategy.
• Based on what is learned about how county functions and the capabilities of its departments and partner organizations, determine and recommend who is best to implement the strategies.
• Strategic areas for development and analysis should include:
o Business attraction and competitiveness
o Business retention and expansion
o Entrepreneurship and small business support
o Workforce development
o Industry cluster development
o Housing stock necessary for economic growth
• Identify key performance indicators or measures of success for each implementation goal.
4. Final economic development strategic action plan
• Final report document
• Slide deck and supporting digital assets from all presentations made to the county, and other community stakeholders.
