The vendor required to provide blockchain analytics and monitoring tools to strengthen its enforcement capabilities to protect investors and market integrity.
- These tools will support the detection of investment-related financial crimes, including investment fraud, market manipulation, money laundering, and other illicit activities involving cryptocurrencies.
- Blockchain data analysis
•    Track and visualize transactions key details, such as transaction date, time, type, and value, across major blockchains, assets, defi platforms, mixers, and bridges, including, but not limited to, bitcoin, Ethereum, stable coins, defi, and NFTs. 
•    Employ clustering and graph-based analytics to attribute activity to entities and uncover behavioral patterns across digital wallets. 
•    Incorporate open-source intelligence (OSINT) to enrich attribution efforts and provide additional contextual insights that support entity resolution and behavioral analysis.
•    Detect and categorize illicit activities, such as investment fraud, ransomware payments, market manipulation, financial scams, and money laundering.
- Investigative tools
•    Offer intuitive visualization and case-building interfaces for mapping fund flows and relationships between digital wallets.
•    Display transaction values in native cryptocurrencies along with their equivalents in USD and cad, with the ability to view both current and historical valuations based on accurate exchange rates at the time of transaction.
•    Support bulk input of transaction ids (TXIDS) with the ability to return the historical value of each transaction in native cryptocurrency as well as in USD and CAD, based on the exchange rate at the time of the transaction. 
•    Enable monitoring of specific digital wallet addresses or clusters with configurable alerts for fund movements, such as inbound or outbound transactions, threshold breaches, or interactions with high-risk entities. 
•    Support annotations, tagging, exportable reports (csv, json etc.), and evidence tracking suitable for law enforcement and regulatory investigations. 
•    Enable advanced filtering, time-based tracing, and link analysis.
- Implementation and integration
•    Provide an overview of deployment models (cloud, on-premises, or hybrid).
•    Identify and describe training, support, and ongoing maintenance options.
