RFP Description

The Vendor is required to provide workforce development services priority populations of county.
- These populations include but are not limited to:
•    Low-income individuals
•    Displaced homemakers: individuals who have been providing unpaid services to family members and are no longer supported by that income
•    Individuals with disabilities: includes youth with disabilities, individuals with mental health challenges, and individuals in rehabilitation or recovery.
•    Older individuals: adults ages 65 and older
•    Justice-involved individuals
•    Individuals experiencing homelessness
•    Youth who are in or have aged out of foster care: includes runaway youth
•    English language learners
•    Eligible migrant and seasonal farmworkers
•    Single parents: includes single pregnant women
•    Long-term unemployed individuals
- Designed to identify a sub recipient capable of offering services in an integrated environment where education, career skills training, community resources, employment assistance and wrap-around support are available for priority populations.
- Priority sectors include:
o    Healthcare
o    Business and entrepreneurship
o    Retail, hospitality, and tourism
o    Advanced manufacturing
o    Agriculture, water, and environmental technology
o    Education and human development 
- System is built around the following key principles:
•    Increase access and opportunity, particularly for those individuals with barriers to employment, to ensure success in the labor market.
•    Support the alignment of workforce investment, education, and economic development systems in support of a comprehensive, accessible, and high-quality workforce development system.
•    Improve the quality and labor market relevance of workforce investment, education, and economic development efforts to provide workers with the skills and credentials necessary to secure and advance in employment with family-sustaining wages; and to provide employers with the skilled workers they need to succeed in a global economy.
•    Promote improvement in the structure and delivery of services to better address the employment and skill needs of workers, job seekers, and employers.
•    Increase the prosperity of workers and employers and the economic growth of communities, regions, and states, and the global competitiveness of the country.
•    For purposes of title i, to provide workforce investment activities through statewide and local workforce development systems that increase the employment, retention, and earnings of participants and increase attainment of recognized postsecondary credentials by participants; and as a result, improve the quality of the workforce, reduce welfare dependency, increase economic self-sufficiency, meet the skill requirements of employers, and enhance productivity and competitiveness.
