DVD Archive Media Transfer Services

The Vendor is required to provide services to extract content off the agency DVD archive and convert it to a common multimedia file format.
- Each DVD shall have media content extracted and converted to a self-contained media file with audio, video, and closed captioning. 
- One DVD shall produce one media file. 
- The converted media file format minimum specifications are:
•    Video: mp4 container, original frame size (no scaling), h.264 codec, variable bit rate not to exceed 1 MPBS encode rate, 29.97 frame rate, original aspect ratio
•    Audio: 256 kbps encoded bit rate, 48 KHZ sample rate, two channel stereo
•    Closed captions: EIA 608 Muxed into the video.

- File delivery
•    Media files shall be delivered to agency on portable hard drives. 
•    Hard drives shall be no larger than 2tb in capacity accompanied by an item inventory list of files that are on the drives. 
•    Hard drives shall have USB 3.0 connectivity. Storage of media files on hard drives should not exceed 90% of the hard drive capacity. 
•    The awarded respondent will ship hard drives to the agency as they are filled to 90% capacity for inspection and review. 
•    The awarded respondent will be responsible for properly packing and shipping hard drives along with associated shipping costs.
- Inventory list
•    Responsible for providing inventory notes including a confirmation of which DVD’s were converted and notes regarding any issues and errors encountered. 
•    Issues may include but are not limited to the readability of the disc, disc rejections, and no video or audio present, or damaged discs.
- Unreadable DVDs
•    Any DVDs found to be unreadable or that may require data recovery or conservation techniques shall be set aside by the awarded respondent and reported to the agency on a weekly basis.
