The Vendor is required to provide business continuity plan and hazard risk and vulnerability assessment services that will support the town’s ability to maintain critical municipal services during emergencies, disasters, and significant operational disruptions.
- Project initiation
• Conduct project kickoff meeting with town administration.

- Hazard risk and vulnerability assessment (HRVA)
1. Identification of hazards relevant to the region including but not limited to:
• Severe weather events
• Flooding
• Wildfire smoke and wildfire interface risks
• Infrastructure failures
• Cyber incidents
• Utility disruptions
• Public health emergencies
• Transportation incidents
• Supply chain disruptions
2. Risk evaluation and ranking methodology including but not limited to:
• Probability of occurrence
• Impact on municipal operations
• Impact on critical infrastructure
• Impact on public safety
• Impact on municipal services
• Probability and impact assessment with a risk matrix
4. Identification of critical infrastructure vulnerabilities including but not limited to:
• Infrastructure dependencies
• Technology dependencies
• Staffing dependencies
• Supply chain dependencies
• External partner dependencies
• Recommendations for risk mitigation strategies for risk reduction, operational resilience and service continuity
- Business impact analysis (BIA)
1. The consultant will conduct interviews or workshops with key municipal staff to gather information required for the business impact analysis:
• Identify critical municipal services
• Identify service dependencies
• Develop a criticality matrix and identify recovery priorities
• Establish acceptable service downtime thresholds
• Identify minimum staffing and resource requirements
