The Vendor is required to provide for event parking management and staffing services for the public before, during, and after scheduled performances at various locations within the city.
- Staffing
• Responsible for providing skillful and commercially effective onsite management and operation of the scheduled, designated parking services.
• Parking services are defined as, installing and removing temporary traffic control devices, greeting the public, directing traffic in and out of parking facilities, collecting parking fees, issuing receipts, controlling parking inventory, maintaining parking data, assisting the public in finding parking spaces and entrances to facilities, restrooms and exits, as well as execution of safety precautions such as keeping the parking lanes clear of any obstructions, monitoring areas for adequate lighting and placement of parking devices.
• Provide services staffing based on the parking facility or facilities, anticipated public attendance and the type of event held, as determined by the city in its sole discretion.
• Responsible for providing skillful and commercially effective on-site management and operation of the scheduled, designated parking services.
• Provide executive, management, and supervisory organizational structure outlining the layers that will support the city.
• Provide a contractor’s local designated account manager who shall be available to confer with the city regarding services required for each event and provide support for the operation at both venues or at various parking facilities.
• Provide a contractor’s designated operations manager(s) who shall be available to confer with the city regarding services required for each event, working during events days, and non-event days to prepare, plan, or recap for events.
• Provide the city with pre-event plans and post event reports.
• Contractor shall maintain and provide (upon request) parking reservation lists, inventory data, event data, event reports, revenue reports, estimated parking staff expenses, and other event parking data as required by the city.
• Provide a means of communication (i.e., cell phone) to the city for contacting the designated operations managers and account manager.

• Process credit and debit card transactions, parking permits, VIP reservations, and cash.
• Connected via cellular through a reliable provider and includes provider sim cards with data connectivity.
• Rugged, with a balanced ergonomic design, with a built-in thermal printer.
• Rugged durability means it can be dropped from 6 ft. with no apparent damage and can withstand freezing and hot weather temperatures.
• Provide functionality for event and valet parking services and transactions.
• Provide centrally managed, two-way data communications between management and staff in real time.
• Manage multiple events at multiple rates per event, and more than one event at the same time, utilizing a user-friendly interface.
• Process parking vehicles quickly; shall be capable of high-volume and rapid credit card transactions; allow all major credit cards (visa, mc, Amex, and discover), have tap features, accept google and apple pay, accept EMV chips, and be payment card industry (PCI) compliant.
• Ability to make adjustments for misapplied payments or reverse payments with a complete audit trail.
• Include printing equipment for receipts, receipt paper, Bluetooth® connectivity, battery chargers, and capable of scanning 2d barcodes and QR codes.
• Able to integrate with current parking access revenue control system (PARCS) provider or future.
• Ability to generate physical receipts with transaction numbers for all payments and the option to send electronic receipts upon request.
• Offline processing in the event that cellular or WI-FI signals are unavailable.
• Once reconnected to a signal the POS wireless handheld device shall sync automatically to process all transactions.
• Provide the ability to track vehicle parking permits.
