• The consultant will work with the city staff to determine the necessary other public facilities, equipment, and staffing to deliver animal control services at the city’s current population and as the city grows.
• The consultant shall provide recommendations regarding opportunities to streamline operations and reduce costs, as well as providing a neutral, detailed evaluation of potential future delivery models, including privatization, consolidation, and further internalization.
• This analysis must be supported by financial modeling that estimates the implementation costs and long-term savings for each scenario, resulting in a final report with prioritized, actionable recommendations.
