Animal Control Strategic Plan and Efficiency Study Services

The Vendor is required to provide animal shelter performance indicators, usage statistics, and staffing assessment and experience leading focus groups, community surveys, and board-level presentations to build consensus.
- Comprehensive operational study and strategic plan aimed at ensuring the organization operates at maximum efficiency while delivering high-quality community services.
- Work program and schedule
•    Prepare a work program and schedule with milestone dates for completing research, field work, stakeholder meetings, an administrative review draft, and final report.
- Findings
•    The consultant will work with the city staff to determine the necessary other public facilities, equipment, and staffing to deliver animal control services at the city’s current population and as the city grows. 
•    The consultant shall provide recommendations regarding opportunities to streamline operations and reduce costs, as well as providing a neutral, detailed evaluation of potential future delivery models, including privatization, consolidation, and further internalization. 
•    This analysis must be supported by financial modeling that estimates the implementation costs and long-term savings for each scenario, resulting in a final report with prioritized, actionable recommendations. 
•    For context and comparison, the consultant shall perform research and provide a summary of operations from similar cities and surrounding communities

•    Recommend best practices that focus on a balanced approach that combines financial metrics, operational workflows, and community impact.
