The Vendor is required to provide interested in evaluating the feasibility and, if achievable, determining a plan to establish sites with wetland mitigation credits.
- Requirement:
1. Project management
• Coordinate, lead, and manage project kick-off and coordination meetings.
• This includes conducting monthly (or as recommended by the selected consultant) throughout the project to update on progress and bring issues to the village’s attention for timely action.
• Provide overall project management and coordination services and commit to and maintain a project schedule
2. Inventory and screening
• Identify and map potential candidate sites using available GIS data and field inspections, as necessary.
• Review existing properties owned by the village for opportunities to create, restore, or enhance wetlands.
• Identify and execute any necessary work to verify.
• Identify any existing wetlands within the village that are not owned by the village, where there is a partnership opportunity for establishing wetland credit sites.

• Identify and execute any necessary work to verify.
3. Site feasibility analysis
• Assess hydrologic conditions of identified sites to determine wetland creation or enhancement potential
• Evaluate constraints such as utilities, access, easements, existing infrastructure, etc.
4. Concept planning
• Recommend any necessary restoration projects, timelines for each project, cost estimates, and estimated credit production.
• Use market rates to provide preliminary estimates for potential credit sales.
• Prepare concept scopes for use in future requests for proposals for implementation
5. Agency and public coordination
• Coordinate with the cook county forest preserve for any future projects needed to implement the wetland mitigation credit site(s) with the support of the village
• Determine and perform any community input needed to achieve the goals of this study
• Coordinate with necessary external agencies and parties to complete this project

• Exhibits and mapping of inventory of potential wetland mitigation credit sites
• Summary of regulatory framework and coordination requirements
• Site feasibility analysis, including a ranking of recommended locations (proposed by selected consultant)

• Recommendations for implementation (with construction sequence and estimated costs).
