Government Relations Services

The Vendor is required to provide in government relations, legislative advisory, policy consulting and strategic advocacy services (“Professional” or “Professionals”).
- Legislative monitoring analysis, and reporting related to local, state and federal matters impacting College.
- Government relations and strategic advisory service in support of the College’s legislative priorities and institutional initiatives.
- Development of legislative strategies, policy recommendations, briefing materials, and executive summaries for college leadership and the Board of Trustees.
- Identification and communication of funding opportunities, legislative initiatives, and regulatory matters relevant to higher education and workforce development.
- Attendance at legislative sessions, governmental meetings, committee hearings, and other related events as requested by the College.
- Preparation and submission of periodic activity reports, legislative updates, and strategic recommendations.
- Other related government relations, legislative advisory, and strategic consulting services as requested by the College.
- Monitoring and Policy Analysis:
• Bill Fillings and amendments
• Committee hearings and calendars
• Floor action and conference committee decisions
• Interim changes, hearings, and reports relevant to higher education, workforce and economic development.
• Analyze the operational, financial, and policy impacts of legislative proposals affecting;
o City College finance, including outcomes-based funding
o Workforce credentials and employer-driven programming
o Capital construction, facilities and bond authority
o Dual credit, transfer pathways, and student success measures.
- Legislative Education and Representation:
• Members of the House and the Senate
• Legislative leadership and key committee chairs
• Local governments where appropriate
- Reporting and Communication:
• Written status reports summarizing work activities
• Legislative updates and analyses
• End-of session summaries outlining outcomes and next steps.
• Strategic recommendations for interim and future legislative cycles
