The Vendor is required to provide government relations, legislative advisory, policy consulting and strategic advocacy service.
- Comprehensive government relations services, including but not limited to:
• Legislative monitoring analysis, and reporting related to local, state and federal matters impacting college.
• Government relations and strategic advisory service in support of the college’s legislative priorities and institutional initiatives.
• Development of legislative strategies, policy recommendations, briefing materials, and executive summaries for college leadership and the board of trustees.
• Identification and communication of funding opportunities, legislative initiatives, and regulatory matters relevant to higher education and workforce development.
• Attendance at legislative sessions, governmental meetings, committee hearings, and other related events as requested by the college.
• Preparation and submission of periodic activity reports, legislative updates, and strategic recommendations.
• Other related government relations, legislative advisory, and strategic consulting services as requested by the college.
- Monitoring and policy analysis

• Floor action and conference committee decisions
• Interim changes, hearings, and reports relevant to higher education, workforce and economic development.
• Analyze the operational, financial, and policy impacts of legislative proposals affecting;
o City college finance, including outcomes-based funding
o Workforce credentials and employer-driven programming
o Capital construction, facilities and bond authority
o Dual credit, transfer pathways, and student success measures.
- Legislative education and representation
1. The service provide shall inform and educate college priorities before:
• Members of the house and the senate
• Legislative leadership and key committee chairs
• Local governments where appropriate
2. The service provider shall, as appropriate,
• Any exceptional items funding requests
• Any budget riders impacting operations, workforce or facilities
3. Reporting and communication
• Written status reports summarizing work activities
• Legislative updates and analyses
• End-of session summaries outlining outcomes and next steps.
• Strategic recommendations for interim and future legislative cycles
4. Coordination and compliance
• Bill tracking reports and bill summaries with college specific impact analysis
• Appropriate strategy and updates
• Briefing materials for leadership and for legislators where necessary
• Meeting and testimony preparation where appropriate
• End-of-session report summarizing outcomes and impacts.
