Employee Assistance Program

The Vendor is required to provide employee assistance program (EAP) that supports the well-being, productivity, and engagement of employees and their eligible family members.
• Immediate and confidential assessment of a presented problem or need
o Assessment and referral services must be available 24 hours per day, seven days per week with telephone access through a toll-free number.
o A counselor qualified to make assessments and handle potential crisis situations must be on duty and available at all times.
• Counseling on subjects including, but not limited to, substance abuse, emotional and mental instability, family difficulties, eldercare concerns, management services, financial problems, legal consultation, productivity, and attendance problems
• Referral to certified substance abuse professionals for purposes of assessment, counseling, and follow-up services
• Managerial and supervisory consultation regarding referrals, performance concerns, coaching, and workplace issues
• Managerial and supervisory training sessions on making referrals, proper use of the substance abuse policy, and identifying patterns of behavior that could adversely affect job performance and for which EAP referral would be appropriate
• On-site mediation and critical incident sessions and debriefings
• Communications and promotional materials such as brochures, digital content, newsletters, and website access
• An agreed upon number of counseling sessions per employee or family member, per incident, plus any follow-up contact necessary to satisfactorily complete the EAP agreement
• Follow-up services to monitor and evaluate the employee's progress after referral and when appropriate, maintain contact with the referring supervisor or manager
• Monitoring of all EAP providers to assure consistent application of EAP policies, service deliveries, and compliance with confidentiality standards
• Quarterly and annual utilization reports including usage statistics, presenting issues, referral types, critical incident responses, and training delivered
• Program evaluation tools to measure effectiveness and identify improvement areas.
