• Monitor state and federal legislative activity.

• Develop legislative strategies and action plans.
• Advise county leadership on legislative priorities.
• Support meetings with legislators, staff, and governmental agencies.
3. Policy analysis
• Analyze proposed legislation and budget impacts.
• Prepare policy briefs and decision-support materials.
• Evaluate operational, fiscal, and strategic impacts.
4. Stakeholder engagement
• Coordinate outreach efforts.
• Support coalition-building activities.
• Identify opportunities for strategic partnerships.
5. Testimony and briefing support
• Prepare testimony, briefing papers, presentations, and talking points.
• Support county officials participating in hearings and legislative meetings.
6. Special projects
• Respond to emerging legislative issues.
• Conduct research and benchmarking activities.
• Support executive-level initiatives as requested.
7. Legislative relationship management and coordination with county leadership
• Support stakeholder mapping, identify opportunities for coalition building, and provide strategic advice regarding legislative engagement, relationship management, and policy advancement efforts.
