RFP Description

The Vendor is required to provide public website redesign developers or digital agencies to redesign and rebuild its public-facing website.
- Requirement:
1. Website design and development
•    Redesign board public-facing website to feature a modern structure and intuitive layout. 
•    Ensure the final product is fully consistent with board brand and style guidelines, while integrating best practices in user experience (UX) and design to maximize user engagement and accessibility. 
•    If applicable, propose a content management system (CMS) that meets board needs, emphasizing:
o    Full content ownership 
o    Ease of use (non-technical staff editors) and technical support staff 
o    Cost-effectiveness o no page or content limits
o    Extensibility for future functionality (e.g., potential for stakeholder login, document database, etc.)
•    Migrate existing content to the new platform, ensuring formatting consistency and quality. 
•    Ensure the new site is responsive and optimized for desktop, tablet, and mobile.
2. Content and media management
•    Support embedding or hosting of mixed media (pdfs, images, videos, infographics, and forms). 
•    Implement document organization and search capabilities (e.g., tagging, filtering, etc.). 
•    Enable board to post news items, notices, and educational articles with minimal technical assistance.
3. Accessibility, compliance, and security
•    Ensure compliance with accessibility standards.
•    Comply with FOIP and state public-sector privacy obligations.
•    Implement SSL, routine security updates, and user permission controls.
4. Technical considerations
•    Host on board current server and recommend different server (if applicable) and ensure data residency compliance with state. 
•    Provide recommendations for ongoing hosting and maintenance (self-managed or vendor-supported). 
•    Include analytics integration (e.g., google analytics, etc.) and search engine optimization (SEO) optimization.
5. Training and documentation
•    Provide training for board staff on the use of the CMS (if applicable), including posting, editing, and document management. 
•    Supply technical documentation for maintenance and updates.

- Budget: $15,000 and $25,000
