The Vendor is required to provide medical waste disposal services to ensure the safe, compliant, and efficient disposal of medical waste generated by healthcare facilities throughout the state.
- The medical waste disposal services must include:
1. Waste types
• Privileged medical waste (biohazardous waste): blood or blood products, microbiological waste, pathological waste, and sharps.
• Non-hazardous medical waste: waste generated from non-infectious patient care, such as paper products and plastic packaging.
• Pharmaceutical waste: expired medications, contaminated pharmaceutical waste, and any other items that meet hazardous waste criteria.
2. Regulatory compliance
• Must comply with the resource conservation and recovery act (RCRA), federal medical waste regulations, and all applicable state and local regulations related to medical waste disposal.
• Must be registered as a medical waste transporter in state and maintain compliance certifications as required.
3. Packaging and labeling standards
• All medical waste must be packaged in accordance with the department and the administration guidelines.
• All containers for sharps and biohazardous waste must be color-coded, properly labeled, and have leak-proof designs.
4. Collection
• Schedule and perform regular collections of medical waste from all participating healthcare facilities according to predefined schedules, up to four times a week, based on facility needs.
• Emergency collections must also be available within 24 hours' notice for unanticipated increases in waste generation.
5. Transportation
• Ensure all waste is transported using vehicles that meet dot and act regulations.
• Trained personnel must handle the waste during transport and maintain appropriate sanitation and safety protocols.
6. Treatment and disposal
• Provide detailed records of treatment and disposal methods employed for all types of medical waste.
• Certificates of disposal must be provided to each facility within 14 days of disposal.
7. Documentation and reporting
• Maintain accurate records of waste types, volumes, treatment methods, and disposal dates for regulatory and reporting purposes.
• Monthly reports shall be submitted to the department summarizing service delivered, incidents, compliance status, and any recommended improvements.
