The Vendor is required to provide underwriting services for its home investment partnerships program (HOME), specifically for projects funded under the organization set-aside.
- The right underwriting partner will not only help the City meet its federal compliance obligations, but also provide clear, timely, and professional assessments that help staff make informed funding decisions.
- Guide the city through underwriting while balancing technical expertise, flexibility, and a commitment to affordable housing outcomes will be a key asset in helping Pontiac successfully relaunch its HOME program.
- Anticipated services include:
• Reviewing project proposals for compliance with 24 CFR 92.250
• Evaluating financial feasibility, developer capacity, and cost reasonableness
• Conducting subsidy layering analysis
• Assessing market viability and long-term affordability
• Providing written underwriting reports with recommendations
• Participating in meetings with City staff and Organization as needed.
