Bond Underwriting Panel Services

The vendor required to provide bond underwriting panel shall consist of qualified investment banking firms capable of serving as senior managing or co-managing bond underwriters for citizens’ debt issuances.
•    Develop a financing plan consistent with citizens bond and financial program objectives; 
•    Provide recommendations on both pre-event and post-event financings including, but not limited to, types of debt and structure of the transaction, maturity schedules, interest rates, and alternative financing techniques citizens may consider in fulfilling its statutory and contractual responsibilities; 
•    Provide recommendations regarding the structure and execution of any financial market transactions and issuance of debt; 
•    Assist with investor education presentations; 
•    Attend and conduct pre-pricing and pricing conferences;
•    Assist in the development, preparation, and delivery of bond documents including bond resolutions, trust indentures, and relevant disclosure documents such as preliminary and final official statements; 
•    Assist in the final preparation of the necessary documents and certificates in connection with the delivery of bonds. 
•    Prepare a pricing book subsequent to the negotiated sale of bonds; 
•    Assist with obtaining credit ratings on any debt being issued; 
•    Provide market information on any debt issuance or other financial market transaction;
•    Other activities relating to the above and investment banking or underwriting services as may be requested from time to time by citizens; 
•    Provide feedback on market conditions and viability of markets for various financing options; and 
•    Provide semi-annual bonding capacity estimates.
