Writing Services

The vendor required to provide writing services for a comprehensive rewrite of that section of the city code.
- Requirement:
•    Prepare a comprehensive draft of title 11 - zoning and subdivisions based on the code diagnosis and recommendations report (dated June 2025 and attached). 
•    Draft bill(s) in accordance with principles of ordinance drafting and boulder city's history and style, making any conforming changes necessary for adoption.
•    Facilitate engagement with key stakeholders, which may include residents, property owners, business owners, development professionals, advisory boards, and commissions, and incorporate public input, as appropriate.
•    Create a timeline for review and adoption of draft bill(s).
•    Present proposed draft comprehensive update to the planning commission and the city council, and incorporate any feedback, as appropriate.
•    Provide adoption-ready materials, including redline comparisons, graphics and summary documents.
