The Vendor is required to provide grant writing and grant management services for include:
- Program management and coordination
• Preparing monthly progress reports summarizing work completed, applications supported, issues encountered, and upcoming deadlines
• Preparing invoices and supporting documentation consistent with authority requirements
• Maintaining organized files, schedules, drafts, and documentation for all assigned tasks
• Assisting authority staff with maintaining and updating project inventories used to identify potential project candidates for future funding opportunities
• Preparing public-facing materials related to grant funded or grant supported projects when requested, including content for webpages, presentations, and informational materials
• Supporting updates to grant related communications including webpage content, FAQS, grant tables, announcements, and related materials
• Supporting authority staff with internal tracking tools used to monitor grant cycles, deadlines, and active assignments
- Funding opportunity monitoring and strategic guidance
• Monitoring federal, state, regional, and philanthropic funding programs and providing regular updates regarding eligibility, timelines, funding availability, and anticipated cycles
• Identifying funding opportunities that align with regional priorities, project needs, and agency goals
• Preparing funding opportunity summaries that clearly describe requirements, competitive considerations, and readiness needs
• Maintaining and updating project lists or inventories used to evaluate eligibility and readiness for upcoming funding programs
• Evaluating project readiness, eligibility, complexity, and alignment with authority priorities
• Providing strategic guidance on positioning projects for current and future funding cycles
• Identifying projects within authority, and member agencies, planning documents that match active or upcoming funding opportunities and recommending project candidates for future cycles
• Working with authority departments and member agencies to shape or refine early stage project concepts to align with competitive funding programs
• Conducting a needs assessment of authority to understand the program and funding needs of the agency
• Evaluating grant support request inquiries submitted by authority departments and member agencies to determine eligibility, competitiveness, and alignment with available funding programs
• Assessing whether projects require additional scoping, concept development, cost estimating, or refinement to become competitive for funding
• Recommending the most suitable grant programs for each project based on program requirements, readiness, competitiveness, and strategic considerations
• Updates to grant tracking summaries reflecting current and anticipated funding opportunities and project status
- Grant applications development and technical support
• Coordinating and facilitating discussions with authority staff and partner agencies to shape competitive project scopes
• Preparing narrative sections or reviewing narrative content drafted by authority or member agencies
• Preparing and reviewing technical materials such as project descriptions, purpose and need statements, work plans, budgets, schedules, benefits, and performance measures
• Developing maps, graphics, tables, and other required visual materials
• Preparing or reviewing application attachments including forms, letters of support, resolutions, and other required documents
• Providing support letter templates, guidance, and coordination to assist member agencies in obtaining required letters
• Ensuring all application components are complete, accurate, and aligned with program requirements
• Providing detailed quality assurance to ensure clarity, consistency, and alignment across all sections
• Developing checklists, schedules, and coordination tools for timely application delivery
• Coordinating with partners, stakeholders, and member agencies to gather required information
• Providing advisory support to authority staff and member agencies for applications they prepare
• Assisting with the preparation of materials related to match commitments when required
• Improving and strengthening previously declined applications when resubmitting projects from past cycles
• Supporting project scoping activities necessary for grant development, including refinement of purpose and need, preliminary work plans, cost estimates, performance measures, and project justification
• Providing timely notifications to authority regarding application status, upcoming deadlines, and required actions
- Post-award and compliance support
• Assisting with the preparation of required reports such as progress reports, reimbursement requests, and closeout documentation
• Supporting authority departments in tracking deadlines, required materials, and compliance obligations
• Reviewing reporting materials prepared by staff for accuracy and completeness
• Supporting documentation needed for reimbursement or program compliance
• Assisting with debriefs for unsuccessful applications to strengthen future submissions
• Supporting preparation of materials for post-award implementation
• Providing additional grant administration support as directed
• Updating grant tracking records to reflect award outcomes and post-award status
- Quality assurance and application review
• Conducting detailed reviews of draft and final application materials for accuracy, completeness, consistency, and clarity
• Ensuring all submissions align with requirements and authority expectations
• Providing edits and recommendations to ensure narrative coherence and technical accuracy
• Ensuring all attachments and supporting materials reflect the most current project information
• Supporting refinement of templates, tools, and checklists related to grant application development and review
- Coordination, meetings, and presentations
• Preparing meeting materials, summaries, or updates as requested
• Participating in discussions regarding project readiness, funding opportunities, and application strategies
• Supporting coordination for meetings involving partner agencies or multi-jurisdictional efforts
• Presenting on behalf of authority to internal or external audiences as requested
• Assisting with preparation for grant-related workshops, training sessions, and outreach activities
- Workshops, trainings, and additional services
• Conducting at least one and up to two grant workshops per fiscal year for authority and member agency staff
• Delivering a single recorded post-award workshop addressing common requirements across grant programs
• Conducting project readiness assessments and developing preliminary scopes of work or cost estimates
• Providing GIS mapping, data analysis, benefit-cost analysis, or visual materials
• Supporting multi-jurisdictional applications, grant efforts, or regional coordination activities
• Preparing award nominations or non-grant proposals
• Performing any additional tasks necessary to advance authority grant initiatives.
