The Vendor is required to provide for grant writing and implementation services.
- Grant Application Support
• Conduct research and analysis necessary to prepare a complete community‑wide assessment
Grant application.
• Serve as a technical resource to agency on brownfield assessment and remediation.
• Compile demographic and other supporting data to strengthen the application.
• Assist agency in soliciting letters of support from the agency, community‑based organizations, and other stakeholders.
• Assist in prioritizing and selecting agency properties to include in the application consistent with agency program objectives.
• Attend meetings and provide professional expertise during discussions on site prioritization and application progress. Work will be completed collaboratively with the project team.
- Grant implementation (contingent upon award)
• Assist with development of the agency‑required project work plan for the cooperative agreement.
• Conduct project work in accordance with agency ‑approved work plans.
• Prepare and maintain schedules and budgets for all assigned grant activities.
• Conduct and oversee site assessments and prepare technical reports required by agency, the agency, and other agencies as needed.
• Conduct site investigations including sample collection and laboratory analysis.
• Evaluate cleanup options, conduct risk assessments, and prepare cost estimates.
• Prepare a quality assurance project plan (QAPP) in compliance with agency region 4 requirements.
• Provide project management and technical oversight in compliance with state rules and guidelines.
• Provide professional advice regarding environmental issues related to land reuse and redevelopment.
• Provide regulatory and financial information as needed, and guidance regarding any pertinent regulatory updates that may impact the project.
• Attend meetings as requested.
• Assist with updates to the county wide inventory of hazardous substance and petroleum brownfield sites, including GIS updates.
• Develop preliminary budgets, financing options, and implementation plans for cleanup and reuse.
• Develop comprehensive community outreach and public involvement programs with a focus on sensitive populations, including metrics to evaluate effectiveness and processes for refining engagement strategies.
• Advise on eligible public health monitoring activities and assist with coordination with the department.
• Provide opportunities for stakeholder participation throughout all project phases and document feedback.
