The Vendor is required to provide grant writing assistance services for include:
- Needs assessment
• Develop an overall management strategy and goals of the grant management program. Identify the program's needs and assess goals to optimize and ensure water supply reliability.
- Prepare funding abstracts
• The pre-application portion of the grant program shall include writing narratives, drafting letters of intent, working with district staff to prepare project budgets, evaluating water savings, performing cost-effectiveness calculations, and identifying other project benefits.
- Grant applications
• Draft and finalize assigned grant applications.
• Work with district staff to develop budgets and to describe benefits aligned with each proposal's narrative.
- Grant proposals
• Consultant shall include well-supported quantification and responses that may include reference documents, maps or links for each evaluation criterion of the applications.
• Ensure applicable certifications or required documentation are included.
• Ensure that each scoring criterion for an application is met and exceeded to receive the most points possible.
• Review the final grant application for grammar, spelling, and budget accuracy.
• Ensure the application package is complete, meets all document-submittal requirements, and includes final signatures, letters of intent, and board resolutions.
- Local agency assistance
• As directed by district staff, consultant shall assist local water retail agencies within the district's service area with their own grant opportunities.
• This has been provided as a service in the past, and the district would like to consider offering it to its customer agencies on a case-by-case basis.
