The vendor is required to provide that professional auditing services.
- The audit will be conducted in accordance with auditing standards generally accepted in the country and government auditing standards, issued by the comptroller of the country.
- The city staff are capable of preparing an annual comprehensive financial report (ACFR), in the interest of efficiency, the city’s ACFR will be prepared and word processed by the audit firm, with the final document in a digitally derived pdf form.
- The ACFR will be in full compliance with all applicable board statements
- The audit firm will render their auditors’ report on the basic financial statements, which will include both government-wide and fund financial statements.
- The audit firm will also provide a limited audit review of the management’s discussion and analysis (MD&A), the required supplementary information (RSI) section, and the statistical section.
- The audit firm will be expected to review the final draft of the ACFR for compliance with the certificate program checklists. in addition, the audit firm will conduct a separate audit of the component unit financial statements of the city of public financing corporation.
- The audit firm shall prepare a management letter and memorandum of internal control for the city which includes recommendations for improvements in internal control, accounting procedures, and other significant observations that are considered to be non-reportable conditions
- The audit firm shall issue a separate report on internal controls over compliance and other matters based on an audit of the financial statements performed in accordance with government auditing standards.
- The auditors will support the preparation of journal entries related to board 34, 87 and 96, along with any new board pronouncements.
- The audit firm shall issue reports to and communication with those charged with governance, as required by auditing standards.
- The audit firm shall issue any other reports that may become required as a result of a change in accounting standards or new pronouncements that become effective during the term of the engagement
- The audit firm shall prepare the annual state controller’s reports for both the annual cities financial transactions and the annual special district transactions, and provide a separate cost estimate for these services.
