RFP Description

The vendor required to provide financial advisory services and treasury and investment advisory services for include:
•    Accounting and advisory services
•    Tax advisory services
•    Ex ante funding and loss absorbency
•    Investments and sources of liquidity
1. Accounting and advisory services
•    Preparing accounting policies and procedures; 
•    Expert advice on financial reporting matters;
•    Financial planning and forecasting; 
•    Financial reporting risks, including fraud risk assessments; 
•    Transaction advisory and best practices; 
•    Financial analysis including financial modelling; 
•    Fraud awareness training; and  
•    Assistance with all other evolving matters that pertain to agency financial operations, financial policies, budgeting, and financial systems.
•    This would also include advisory services related to business process modernization, procurement, contract management activities, environmental, social and governance (ESG) and facilities. 
2. Tax advisory services
•    Advising on income and excise tax matters applicable to agency;  
•    Advising on legislative requirements;  
•    Identifying related tax issues and assist agency in addressing those issues; 
•    Providing tax consulting services and quality assurance techniques;
•    Providing expertise regarding payroll taxes and employee taxable benefits and allowances; 
•    Providing tax analysis and reporting services;  
•    Assessment, design and development of processes and procedures; and 
•    Other specialty tax advisory service requirements as required.
3. Ex-ante funding and loss absorbency
•    Articulating the key, high-level strategic considerations and trade-offs for agency ex ante funding framework and capacity for loss absorbency;
•    Identifying an optimal, sustainable target structure for agency ex ante fund and capacity for loss absorbency;
•    Estimating agency targeted level for the size of the ex-ante fund and overall loss absorbency, including the quantitative approaches that would report and stress-test the fund’s level of adequacy at any point in time;
•    Determining a reasonable timeframe and funding path that would be appropriate for agency to reach its targeted ex ante fund size and structure, and any other objectives for overall capacity for loss absorbency;
•    Supporting the implementation of the enhancements to agency ex ante funding framework and capacity for loss absorbency into agency governance and management requirements; and
•    Other priority emerging issues related to ex ante funding and loss absorbency.
4. Investments and sources of liquidity
•    Providing efficient frontier analysis to assess asset allocation and as support for any proposed amendments to asset allocation strategies; 
•    Propose additions to, or exclusions from, current asset allocation including how such changes align with agency investment objectives, its liquidity management, resolution funding priorities, risk tolerance statement and how such additions or exclusions compare to agency existing policy constraints;
•    Reviewing agency risk tolerance, stress testing, and value at risk approach and provide a comparison against industry best practices; 
•    Proposing improvements to agency practices and procedures for investments, sources of liquidity and resolution funding that are consistent with industry best practices; and 
•    Providing such other related services as agency may require and the successful candidate may agree to provide.
