The vendor required to provide cost-of-service study (COSS) will evaluate plan review, inspections, permitting services, and code enforcement to develop a data-driven framework for fee alignment, cost recovery, and operational efficiency.
- Requirement
• Assess and map fee structures: evaluate existing fee schedules to ensure they align with current operational costs and long-term financial sustainability, as well as map the adopted fee schedule to the permits permitting system.
• Benchmark and assess resource allocation and performance: compare city staffing levels, compensation, and workload with similar jurisdictions, considering complexity, volume, and service demands to assess operational efficiency.
• Capture service costs without fees: identify and document the costs of services currently provided without a corresponding fee structure.
• Conduct sensitivity testing: analyze demand and revenue collection under various scenarios, comparing current rates to proposed adjustments.
• Recommend fee adjustments: propose a fair and equitable fee structure that ensures financial sustainability and aligns with organizational goals, compliance requirements, and best practices.
• Deliver strategic insights and KPIs: provide actionable insights to inform budgeting, operational planning, and long-term financial strategies.
• Establish metrics for customer impact, process efficiency, plan resubmissions, turnaround times, inspections, and customer satisfaction.
• Engage stakeholders: facilitate a transparent process that includes input from customers, industry partners, and city leadership, including the mayor’s office, city council, controller’s office, and administration personnel.
• Report findings and recommendations: submit final report and present recommendations in a formal presentation for council’s approval.
• Implement approved findings and recommendations: consultant will be required to attend at least two additional city council meetings and partner with teams to assist in the adoption and implementation of approved recommendations.
