RFP Description

The vendor required to provide financial advisor with the expertise and experience necessary to assist the city in planning, structuring, and implementing sound financial strategies for capital projects, debt management, and long-term fiscal sustainability.
- Capital planning and debt management
•    The financial advisor should advise on the development and implementation of a comprehensive capital improvement financing plan. 
•    Evaluate financing options for capital projects, including general obligation bonds, revenue bonds, certificates of participation, leases, and other instruments. 
•    Provide recommendations on debt structuring, sizing, timing, and issuance. 
•    Assist in obtaining and maintaining credit ratings and preparing presentations for rating agencies. 
•    Monitor municipal bond market conditions and advise on opportunities for refunding or refinancing.
- Financial strategy and policy development
•    Assist in developing or updating financial policies (e.g., debt, reserve, and investment policies). 
•    Support multi-year financial forecasting and scenario analysis. 
•    Recommend strategies to improve fiscal sustainability, fund balance levels, and liquidity management.
- Investment and cash management
•    Advise on investment strategies in compliance with state law and municipality’s policy. 
•    Evaluate the municipality’s cash management practices and recommend improvements to enhance yield and security.
- Economic and revenue analysis
•    Provide analysis of key revenue sources, tax base trends, and long-term fiscal impacts. 
•    Assist in evaluating economic development projects, including tax increment financing (TIF), special districts, and public-private partnerships (p3).
- Project feasibility and funding
•    Prepare financial models for major infrastructure projects.
•    Identify potential grant funding, federal and state programs, or alternative funds mechanisms.
•    Analysis the cost-benefit and long-term fiscal impact of proposed initiatives.
- Transaction support
•    Assist with the procurement and selection of other finance-related professionals (bond counsel, underwriters, trustees, etc.). 
•    Provide independent analysis and oversight during financial transactions. 
•    Ensure compliance with all legal and disclosure requirements under sec, MSRB, and state regulations.
- Reporting and communication
•    Provide written and oral reports to the governing body, management, and the public as needed.
•    Attend council or committee meetings to present findings or recommendations.
•    Maintain complete transparency and documentation of all advisory work performed.
- Ongoing advisory services
•    Provide continuing post-issuance support and monitoring of outstanding debt.
•    Notify the municipality of relevant market or regulatory changes that may impact its financial position.
- Budget: $87.4 million
