RFP Description

The Vendor is required to provide integrated financial management services (FMS) and support broker services to implement the budget authority model.
- Plan for how they will assist self-directing participants with payroll, reimbursements, and other financial transactions on behalf of the participant and ensure compliance with Federal, State, and local labor and employment laws with respect to taxes, insurance, and payroll.
- The plan should include a standardized packet of information regarding the option for self-direction provided by the Organizations Care Coordinator during the service planning process, annual renewal process, or at any time upon request of the participant.
- Verifying provider qualifications including ensuring the required background checks are complete prior to service provision,
- Executing provider agreements with the participant’s hired staff,
- Facilitating electronic visit verification (EVV),
- Processing payroll for participant’s staff members,
- Maintaining worker compensation insurance,
- Participants in developing person-centered spending plans based on their authorized budget.
- A plan for how they will assist the participant, when appropriate, in:
•    Designating an authorized representative, if needed and wanted;
•    Developing, implementing, monitoring and the waiver participant’s budget;
•    Enrolling the participant and his/her participant-directed workers with the contractor;
•    Providing participant/representative-employer with orientation and training on the requirements of the program and using FMS, self-directing their services, developing strategies for resolving issues related to self-direction, and understanding general medicaid and non-medicaid rights and responsibilities;
•    Monitoring the effectiveness of the participant/representative-employer’s risk mitigation plan; and
•    Monitoring health and safety while utilizing self-directed services and performing as the mandatory reporter.
