The Vendor is required to provide the services from an accredited assessment firm to complete all of the assessment services for the county (excluding linear assessment and designated industrial property assessment).
- The successful accredited assessment include:
• Experience conducting assessments for rural municipalities similar in size and assessment base
• Meet or exceed the quality standards set out in the state assessment quality minister’s guidelines for assessments on all property types, including regulated properties.
• Provide support to the county for business tax including headcount by category
• Provision of own transportation and equipment.
• Provision of assessment software to comply with all reporting for the assessment shared services environment (asset) system.
• Ensure that all assessment information, including provincial designated industrial assessments (both linear and industrial), is accurately added to and maintained within the assessment database.
• Additionally, ensure that the designated industrial (di) assessment balances and reconciles with the provincial database at all times.
• Ensure that all assessments have proper municipal tax codes.
• Create assessments on all newly subdivided properties, including adjustments for road acquisitions (county & state transportation).
• Provide adjusted assessments for all removed or demolished improvements.
• Verify and document, annually, all sales information including interviews of property owners.
• Review non-profit organizations and advise council and administration of corresponding legislation changes.
• Respond to all inquiries from ratepayers relating to assessments.
• Respond to all inquiries from the planning and development department relating assessments. (I.e. assessed value of lands for the purposes of land sales/agreements, date of structures on properties)
○ Written opinions of value on tax recovery properties and road allowance.
○ Written opinions of value on municipal and/or school reserves.
• Provide assessment information to the river regional services commission as required.
• Adjust all unregulated properties to current market conditions to meet asset legislative requirements within the set time frame.
• Complete the annual submission to asset meeting the legislated requirements and timelines.
• Provide representative(s) to be present for the following:
○ After assessment notices are mailed out
○ Council meetings as required.
○ Administrative meetings as required.
• Engage in a re-inspection cycle, for residential land and improvements, visually inspecting all identified properties, checking for additions and deletions and verifying current assessment information which includes conducting an interior inspection and/or interviews with occupants when necessary.
• Engage in a re-inspection cycle for all non-residential properties each year; looking for signs of change including tenant/improvement changes, additions, deletions, and conduct interior inspections as required.
• In addition, annually requesting and reviewing all income information relating to income producing properties.
• Provide defense at local and composite assessment review board hearings.
• Utilize industry best practices and the latest technologies, whatever possible, for conducting/preparing the county’s assessment in an accurate, efficient, and cost-effective manner.
• All work completed on behalf of the county will be under the direction of a designated representative from the county office.
• Notify the county of any unauthorized development during site visits.
• Provide the county with complete exports of taxation database for GIS purposes.
• Support non-residential tax incentives program assessment adjustments.

• All data, reports, and system configurations prepared by the successful proponent shall remain the property of county and be provided in a mutually agreed format upon contract termination.
- Provide coverage to support the transition of assessment services to a third-party provider.
- The assessment department currently falls under the director of corporate services.
- In addition, there is a utility/tax clerk, who assists with taxation-related duties.
