The Vendor is required to provide property tax management, audit, forecasting, reporting, and analytical services related to secured and unsecured property tax revenues.
- Services shall include ongoing review and analysis of secured and unsecured property tax allocations, development of property tax reports and forecasts, and access to a web-based property tax database and reporting platform.
- The consultant shall perform secured and unsecured property tax audits to identify and correct errors resulting in the misallocation of property tax revenue. Audit services shall include review of parcels both within and outside District boundaries to verify proper tax rate area coding and allocation. The consultant shall analyze current and historical tax roll data, assessor records, GIS information, parcel maps, and other supporting documentation necessary to verify accurate allocation of revenues.
- The consultant shall prepare and submit audit findings and correction requests to the County Assessor and/or Auditor-Controller and provide copies of all submissions to the District. The secured audit shall be completed no less than every two years, and unsecured audits shall be completed annually following receipt of county rolls
- Required reports and analyses shall include, at minimum:
• Five-year history of assessed values within the District and custom geographic areas defined by the District;
• Listings of the largest positive and negative assessed value changes between tax years;
• Annual parcel listings identifying parcel splits, combines, and parcel number changes;
• Listings of major property owners and taxpayers, including combined assessed values and use code classifications;
• Summaries of property ownership transfers by month since the lien date;
• Listings of parcels that have not changed ownership since the enactment of Proposition 13;
• Comparisons of assessed values by county use-code designation;
• Multi-year growth comparisons by use category;
• Listings of new construction activity and related assessed valuation changes;
• Tracking and reporting of Proposition 8 reductions and restorations;
• Median and average sale price data and historical comparisons;
• Quarterly reports of pending, successful, and historical assessment appeals;
• Estimates of current-year property tax revenues;
• Five-year property tax revenue projections and forecasting models;
• Residual revenue estimates associated with the Redevelopment Property Tax Trust Fund (RPTTF) process;
• Geographic and parcel-level analyses for planning and economic development purposes; and
• Newsletter-style summaries suitable for distribution to District leadership and the public.
- The consultant shall provide the District with access to a web-based property tax application and database that allows authorized users to search and analyze parcel-level property tax information. The system shall include ownership data, valuation history, sales information, appeals information, and GIS mapping functionality.
- The consultant shall update the database monthly to reflect ownership changes, appeals filings, and deed recordings. The District shall receive a site license with unlimited users and no annual software maintenance fees. Software enhancements and upgrades shall be provided at no additional cost during the term of the agreement.
- The consultant shall provide initial and ongoing training for District staff and make technical support available during normal business hours.
