RFP Description

The vendor required to provide operating cash and capital reserves investment management services for bus and light rail operations, paratransit, congestion management, specific highway improvement projects and countywide transportation planning.
- Investment objectives
1. Safety
•    Safety of principal is the foremost objective of the investment program. 
•    Authority investments shall be undertaken in a manner that seeks to ensure preservation of capital in the portfolio.
2. Liquidity
•    Authority investment portfolio shall remain sufficiently liquid to enable authority to meet its cash flow requirements.
3. Return on investment
•    Authority investment portfolio shall be designed with the objective of attaining a market rate of return on its investments consistent with the risk constraints outlined by applicable government code.
- General investment consultant duties applicable to this investment program include:
•    Non-discretionary consulting services.
•    Serve as a fiduciary and as an independent advisor to the plans.
•    Provide analytics
•    Develop pacing plans for asset classes having delayed capital deployment and recovery.
•    Assist in the identification, selection and monitoring of external service providers and investment managers.
•    Assist the plans in securing reduced fees from investment managers where appropriate.
•    Provide monthly flash performance reports to the boards and investment committees.
•    Monitor investment manager’s reports for changes in risk, strategy, or performance.
•    Provide detailed quarterly reports to the boards and investment committees.
•    Provide and present education topics to the boards and committees on investment topics, current trends, and best practices.
•    Serve as an extension of staff preparing board memos, manager search, implementing investments, providing specialized research, etc., as requested.
•    Assist staff in the annual review of the investment policy statements.
•    Verify the plans are following guidelines and government regulations.
•    Be proactive and timely with recommendations and observations.
