The Vendor is required to provide for investment management and advisory services for the purpose of managing the city’s operating portfolio in compliance with the city’s investment policy and applicable state and federal law.
- The City currently utilizes Chandler Asset Management for Investment Management and Advisory services.
- Objectives
• Preserve principal while maintaining adequate liquidity to enable The City to meet all operating requirements.
• Achieve a market rate of return consistent with safety and liquidity considering the City’s investment risk constraints.
• Ensure full compliance with The City’s Investment Policy and Government Code sections 53600-53610, 53630.
• Provide clear, timely, and accurate portfolio reporting.
• Promote transparency, accountability, and professional stewardship of public funds.
- Requirements:
• Assist the city with cash flow/maturity analysis.
• Provide credit analysis of investment instruments in portfolio and rebalance the city’s portfolio as necessary.
• Provide technical and fundamental market research, including but not limited to yield curve analysis.
• Provide monthly/quarterly/annual reporting for city managed funds. The pension trust will be reported on a quarterly and annual basis.
• Attend quarterly meetings with city staff and the investment advisory committee.
• Evaluate market risk and develop strategies that minimize the impact on the city’s portfolio.
• Assist the city in determining its investment risk tolerance.
• Establish an appropriate benchmark in addition to the LAIF rate as a benchmark.
• All earnings should be comparable net of fees.
• Ensure that the portfolio structure matches the city objectives.
• On an annual basis, review the city’s investment policy and pension investment policy and make recommendations for changes, as appropriate.
• Assist the city in establishing and maintaining an authorized broker/dealer list pursuant to the investment policy.
• Perform due diligence reviews of current and proposed broker/dealers.
• Monitor the creditworthiness of financial institutions and investments in the portfolio.
• Investment practices and procedures must comply with state law, the city’s investment policy, and any other applicable laws or regulations. The investment management and advisory firm will be expected to perform to the prudent expert standard.
• Cooperate with the city’s independent third-party audit firm. Provide schedules and analysis as requested by the city’s third-party auditors for ACFR preparation.
• Provide periodic training to staff on investment-related topics. Outline how often and mode of learning (i.e. Video, in-person, etc.)
• Provide other investment advisory services, as requested.
