The Vendor is required to provide investment consulting services: private equity, private real estate, private credit, public markets, and compliance reporting.
- The designated senior private equity investment consultant will be expected to become thoroughly knowledgeable and up to date with the agency investment program, and to attend specified meetings.
- Consultants must be able to commit a sufficient amount of their available time to provide quality work while meeting all objectives and timelines established by agency staff.
- Portfolio Strategic Advice
• Provide continuing advice on strategic and tactical matters related to investments and portfolio construction.
• Provide advice and assistance on identification and assessment of tactical and opportunistic themes for investment implementation.
• Provide assistance in designing a framework for ongoing execution of the Investment Program, including but not limited to criteria for fund selection, methods of diligence, performance measurement, and monitoring systems.
• Assist in future updates of formal strategic plans.
• Perform other tasks related to portfolio strategy as may be requested from time to time by the agency.
- Identify prospective commingled fund investments.
- Organizational Assessment of Culture
• Perform diligence on existing and prospective private equity firms’ culture.
• Provide continuing advice on the organizational assessment of a private equity firm’s culture.
• Provide training to agency staff to assess firm culture.
• Provide other organizational assessment and development services as may be requested from time to time by the agency.
- Fee Analysis and Monitoring
• Review manager calculations of fees, partnership expenses, and carried interest.
• Monitor and confirm compliance of manager calculations of fees, partnerships, and carried interest with appropriate documentation.
- Provide continuing advice on strategic and tactical matters related to investments and portfolio construction.
- Provide advice and assistance on identification and assessment of tactical and opportunistic themes for investment implementation.
- Provide assistance in designing a framework for ongoing execution of the Investment Program, including but not limited to criteria fund selection, methods of diligence, performance measurement and monitoring systems.
- Annually prepare and present an implementation plan that tracks progress in implementing the Investment Program, estimates future values and cash flows for the Investment Program, reviews the status of the Private Real Estate market, and makes recommendations for near term acquisitions or dispositions.
- Assist in devising investment strategy for the separate accounts.
- Recommend tactical strategies in Private Real Estate related assets that may not meet the constraints of the Strategic Plan, but which nevertheless offer attractive risk adjusted returns.
- Prepare a financial projection in a standardized format for each project including cash flow, income statement, balance sheet, analysis of evolution of returns over at least a 10 (ten) year hold period before and after waterfall calculations customized to the separate account.
- Oversight of financial and performance reporting, finance operations
- Compare the performance to original underwriting to provide feedback for improvements in the underwriting process for both the outside manager and the consultant.
