The Vendor is required to provide comprehensive investment advisory services for all college investment assets, including the college’s endowment fund, as well as advisory services related to capital project financing.
- An advisory partner to:
o Provide fiduciary investment advisory services
o Assist in reviewing and refining investment policy
o Monitor and report portfolio performance
o Support capital financing strategies and debt structuring
o Provide ongoing education to staff and board
- Provide advisory services including, but not limited to:
• Non-discretionary portfolio management services for the college’s public funds portfolio governed by the public funds investment act;
• Investment advisory services for the college endowment fund; and
• Capital project and debt financing advisory services, including debt structuring and coordination with underwriters and bond counsel.
- Public funds investment advisory (non-discretionary)
o Be a registered investment adviser with the sec and registered with the state securities board.
o Be independent of any broker/dealer or fully disclose all compensation arrangements.
o Take no possession of college funds or securities.
o Provide non-discretionary management within college policy parameters.
o Review and recommend changes to the college’s investment policy annually, incorporating state legislative changes.
o Assist in developing fund-specific strategies for:
o Operating funds
o Plant funds
o Provide daily market information and rate updates.
o Execute trades only upon verbal or written instruction from authorized college staff.
o Obtain a minimum of three bids/offers per transaction.
o Provide written trade confirmations.
o Assist with act-compliant quarterly reporting including:
o Book and market value reporting
o Interest earnings
o Maturity schedules
o Performance vs. Benchmarks
o Compliance statements
o Monitor credit ratings quarterly and notify the college of downgrades.
o Provide continuing education for investment committee members and board
o Attend quarterly investment committee meetings and present performance reports.
- Endowment investment advisory
o Act as fiduciary to the endowment.
o Construct and manage portfolios within approved asset allocation bands.
o Recommend asset allocation adjustments.
o Provide security/fund selection consistent with policy restrictions.
o Maintain diversification limits
o Perform semi-annual rebalancing when deviation exceeds investment policy targets.
o Provide monthly and quarterly reporting including:
o Full holdings list
o Performance vs. Benchmarks
o Attribution analysis
o Gains/losses and income
o Coordinate with designated custodians.
o Maintain consistent investment philosophy and style.
- Capital project & debt financing advisory
o Debt structure analysis and recommendations
o Evaluation of fixed vs. Variable rate financing
o Review of refinancing opportunities
o Assist in identifying governmental and private funding sources.
o Coordinate with bond counsel and underwriters, and rating agencies
o Review official statements and financing documents.
o Analyze underwriting spreads and pricing scales.
o Provide post-issuance compliance guidance including arbitrage considerations.
o Long-term capital planning support
