Investment Consultant Services

The Vendor is required to provide discretionary investment consultant services to the plan and the OPEB trust.
1. Investment policy and objectives 
•    Assist with the development, implementation, and periodic review of the investment policy statement. 
•    Maintaina thorough understanding of the plan’s investment objectives, goals, and policies. Confer with district’s actuaries as needed. 
•    Review and discuss draft or proposed investment policies with district staff and deliver written opinions and recommendations to be included in the committee meeting materials.
2. Fiduciary responsibility under the contract 
•    Fiduciary obligations shall include, but not be limited to, the fiduciary duties of loyalty and performance solely in the interest of and the benefit for the plan and OPEB trust. 
•    The consultant’s guidance must be free from conflicts of interest and aligned with the committee and district legal, policy and ethical obligations.
3. Manager search and selection 
•    Lead the due diligence, selection, and appointment of investment managers within the approved framework, including preparation of search materials, recommendations, and ongoing oversight of appointed managers.
4. Performance monitoring and reporting 
•    Provide monthly asset statements and quarterly performance evaluation reports, including comparisons to benchmarks and peer groups.
5. Portfolio implementation and risk management 
•    Execute approved investment decisions, including rebalancing, manager changes, and tactical adjustments, and provide ongoing monitoring of portfolio-level risks to ensure alignment with the committee objectives and risk parameters. 
•    Provide periodic reports to the committee on asset allocation.
6. Data security 
•    Safeguard all plan and other post-employment benefits (OPEB) trust data and comply with confidentiality policies and information security requirements. 
•    Consultant will disclose AI usage.
7. General consulting services 
•    Provide related services as requested such as custodial search, fee studies, and educational presentations.
